FREE LAND MANITOBA TOWN

Portage La Prairie, Manitoba has attracted internationally known manufacturers and is easily riding out the downturn. Its secret: free industrial land for those who will create jobs; and no business taxes.

French fry giant McCain Foods and Can-Oats, a producer of oat-related products distributed around the world, are two of the biggest employers in the region.

The most recent boost has come from Simplot Canada, which built its own potato processing plant in Portage in 2003, and added a fourth shift last year. It also has the biggest Wal-Mart in the smallest town in Canada.

The town of 13,000 also boasts a steady housing market, with an average detached house price of around $150,000.
